The sunnah (practice of the Prophet (May Allāh praise him and Peace be upon him)) is to do it quietly to oneself, not aloud; He said in Al Mughnī “Seeking refuge is to be done quietly to oneself and not aloud, and I am not aware of any difference of opinion in this matter” [Fiqh Al Sunnah, 1/148].
